The old nations are gone. They exist only in history books. In their place stand powerful independent city-states that shape the modern world. Among them, none shines brighter than Neon City — the City of Lights.

Its citizens, known as Lights, are proud of their home. Neon is vibrant, creative and alive with possibility. Towering holograms illuminate the skyline, markets bustle day and night, and innovation is woven into everyday life. While the city can sometimes be chaotic and disorganised, most Lights see this as part of its character. It is a place where people believe they can build a better future for themselves and their families.

Neon City is governed by a council known as the Founding Fathers. Descendants of the visionaries who established the city generations earlier, they are widely respected for maintaining stability and prosperity. The original Founding Fathers gave the City its name, NEON, to reflect its values and the aspirations it had for the city.  NEON stood for Nexus, Energy, Opportunity and Nurture

   Nexus — Uniting people through connection, collaboration and shared purpose.

   Energy — Inspiring innovation, creativity and progress in all that we do.

   Opportunity — Opening doors to possibility and a brighter future for all.

   Nurture — Supporting every individual with compassion, guidance and care.

In recent years, a growing political movement known as NOVA — the Neon Order & Values Alliance emerged. NOVA argues that Neon has become too wasteful and inefficient. While celebrating the city's achievements, NOVA supporters believe that growth in the number of Clouds living in the city would stretch Neon’s finances close to breaking point, placing increasing pressure on public services, healthcare, housing and transport networks.

NOVA maintains that significant reforms would be needed to modernise infrastructure, strengthen the economy and secure Neon’s future in an increasingly competitive world. Their message reaches millions of Lights each day through W-NOVA, the city's most listened-to radio and media network.

Under pressure from NOVA and seeking to improve life across the city, the Founding Fathers commission Grail Corp to develop Grail-X, a revolutionary system designed to optimise infrastructure, public services and communications. Led by Phéli, the project is hailed as a technological triumph, bringing unprecedented efficiency and prosperity to Neon.  But success attracts attention. 

During a trade mission to the wealthy and highly disciplined city-state of Phantopia, the Founding Fathers are introduced to a powerful technology known as Phantex. Presented as an advanced governance and stability platform, it promises to help cities maintain order and maximise prosperity.

Quietly and without public knowledge, the Founding Fathers integrate Phantex into Grail-X.

At first, nobody notices. Then mysterious things start to happen. News stories vanish. Citizens, particularly Media Personalities are labelled threats. Then people begin to disappear.  A growing shadow falls across the City of Lights. 

As Neon changes around them four exceptional young women Noë, Māli, Nelí and Phéli have no idea how closely their futures are about to become intertwined as they each begin uncovering fragments of a truth that reaches far beyond their city. Together they must challenge powerful interests, expose hidden corruption and defend the freedoms that make Neon City worth saving.

Noë, one of the brightest young minds in Neon,is the talented and creative Strategy Director at W-NOVA.  

Māli, an officer in the Neon City Defence Force, is uncomfortable with orders she receives to detain and imprison citizens.

Nelí, a dedicated doctor working at the Neon City Founding Fathers Hospital, the largest in Neon City, starts to notice an increase in the number of casualties and violent deaths.  

In a city built on light, the greatest danger may be the shadows nobody can see.
